Just updated to the latest Server ... synapse.exe takes 22 seconds to show the login screen. ie. I click Restart. Synapse client closes. There is a 22 second lag Synapse Login appears. Everything seems normal. Same thing happens when I Restart again. Happened on 3 stations thus far.
I've only seen that issue when the server is really busy. Check the task manager on the server to see if there are any issues. Maybe one of the server agents is misbehaving?
